County Tipperary Joint Libraries Committee was formed on January 1st, 1927 to be the joint body which would direct the progress of the public library service in Tipperary on behalf of the two Ridings, acting as a distinct Library Authority right down to the present day [see History for a more detailed historical record].
Co. Tipperary Joint Libraries Committee is the only Joint Library Committee in the country. Under the terms of the 2001 Local Government Act, the Joint Libraries Committee is officially recognised as a Library Authority in its own right with all the powers of a local authority for the purpose of public library provision. These powers were further outlined in the Local Government Act, 2001 (Co. Tipperary Joint Libraries Committee) Regulations, 2002 [Statutory Instrument 214; 2002]
The Joint Libraries Committee, supported by both Councils, has provided a progressive and pro-active countywide library service since 1927. Over the last twenty-five years, the Committee has overseen an infrastructural programme that has delivered new public libraries in Clonmel, Carrick-on-Suir, Roscrea, Nenagh and, since 2001, state-of-the-art libraries in Cashel , Templemore and Thurles. These essential public services are a direct result of the vision and commitment of the elected members of both North and South Tipperary and the Joint Libraries Committee, backed by the substantial financial support of both County Councils and the Department of the Environment, Heritage and Local Government.
The economies of scale achieved under a single library service, with one administrative unit, has enabled the Committee to concentrate resources on:

providing greater and more inclusive access to the widest range of library services

targeting children through the Committee’s county schools library service
-
automating the library service across the county
-
developing a substantial book collection available to all users across the county through the new automated systems

building the most comprehensive County Tipperary Local Studies collection possible
Appointments to the twenty one member Library Committee are made by the County Councils with eleven appointed by South Tipperary County Council and ten appointed by North Tipperary County Council. At least one third of the members appointed by each County Council must be elected members of their respective County Councils. Powers of appointment to the Joint Committee lie solely with the two County Councils.

Bunaíodh Comhchoiste Leabharlann Chontae Thiobraid Árann ar 1 Eanáir 1927 mar chomheagraíocht chun treorú a dhéanamh ar an gcóras leabharlainne i dTiobraid Árann ar son an dá Thrian, mar údarás cinnte leabharlainne suas go dtí an lá atá inniu ann [féach ár Stair le haghaidh cur síos stairiúl níos doimhne].
Is é Comhchoiste Leabharlann Chontae Thiobraid Árann an t-aon Comhchoiste Leabharlainne amháin sa tír. Faoi réir an Acht Rialtais Áitiúil 2001, aithnítear an Comhchoiste mar Údarás Leabharlainne le ceart leis na cumhachtaí ar fad a bhaineann le húdarás áitiúil maidir le soláthair seirbhíse leabharlainne poiblí. Leagtar amach na cumhachtaí seo san Acht Riatais Áitiúil, 2001 (Comhchoiste Leabharlann Cho. Thiobraid Árann) Rialacha, 2002 [Ionstraim Reachtúil 214; 2002]
Le tacaíocht ón dá Chomhairle, cuireann an Comhchoiste Leabharlann seirbhís leabharlainne atá forásach agus gníomhach ar fáil ar fud an chontae ó 1927 i leith. Sa 25 bliain le déanaí tá clár bonneagair curtha i bhfeidhm ag an gCoiste a chur leabharlanna poiblí nua i gCluain Meala, i gCarraig na Siúire, i Ros Cré, san Aonach, agus, ó 2001 i leith, leabharlanna úrscothacha i gCaiseal, sa Teampall Mór agus i nDurlas. Is toradh iad na seirbhísí riachtanacha poiblí ar an bhfís agus ar an tiomántas atá ag na baill tofa i dTuaisceart agus i nDeisceart Thiobraid Árann agus ag an gComhchoiste Leabharlann, le tacaíocht airgeadais mór le rá ón dá Chomhairle Contae agus ón Roinn Comhshaoil, Oidhreachta agus Rialtais Áitiúil.
